All that matters in this case (sadly) is if the perp's family went to high school with anyone in the prosecutors office or HPD. It's corrupt as hell here.

Our laws suck too. If you steal a car, get chased by the cops, and jump into the passenger seat, you can't be prosecuted for auto theft. When the police arrest you, you have to be "in control" of the vehicle to be found guilty.

Oh, and the cops protect the chop shops under the freeway in case you think you may get your car back.
