It was passed so Biden could sit on it. Simple as that. The powers that be know they can't stop Israel from destroying Hamas unless they can keep them on the leash. Having a nice doggie treat in the form of a "free" weapons package is how they keep the Israelis on the leash.

The Democrats wanted to fund Ukraine, the GOP in the House said, not until you promise funding to Isreal. So the GOP cooperated with Biden.
The GOP called it a victory for Israel and the GOP.
Biden laughed up his sleeve the whole time, knowing he wasn't going to send Israel a damned thing.
Now Biden pulled all the support for Israel ( Which was the Democrat plan all along) and there seems little left to do, but for the GOP to go for Biden's throat via a impeachment at this point.
The Republicans will totally "F" this all up and leave Israel hanging.

We were also supposed to get some more border enforcement in order to go along, that was the first thing to disappear.

Mulligan Mike didn't only commit to border security as a prerequisite to funding Ukraine and said it was his top priority, he even went so far as to proclaim that fighting for border security was a hill worth dying on.
Fast forward a couple months... Full funding for Ukraine, Israel, Hamas and Taiwan. Border security... nada. Mulligan Mike's excuse: “My philosophy is do the right thing and let the chips fall where they may." Total and complete disgrace. But hey, at least republicans got to humiliate themselves for weeks following Pied Piper Gaetz in replacing McCarthy. sigh...
