That's a UI failure IMHO. The Surefire A2 is the classic example of dual level done right. Momentary is press lightly for low, press harder for high. Constant on via twist for low, twist farther for high. When in constant low, press for momentary high.
Another good UI is head fully tight for full power, head half a turn loose for low.
