Were there any models built with these approx specs? Specifically a 14.5 pencil barrel, M4 flattop upper receiver.

That’s the only Colt factory carbine with that combo of flat top/pencil barrel features that I’m aware of too.
The Diemaco C8A2 would have been quite close however. I think these were produced before Colt bought Diemaco so they aren’t actually Colt guns though.
But they have flat top uppers (possibly not technically M1913, Diemaco for a time was using a rail on their uppers that was similar but not dimensionally identical to the M1913) and 14.5” lightweight barrels (that are .750 at the FSB though, vs .625)

Sort of. In 1994 I bought and still have a Colt Sporter, 6530, with a pencil barrel. Replaced the upper receiver with a Colt flat top.
If I wanted I could SBR it but have kept it at 16 inches as my 6933 gets most of the trigger time. The 6933 is 11 1/2 inches with a pencil barrel.
OK, so the clues given here led me to the C8NDL, one of the C8 variants used by de Nederlands. Flattop, pencil barrel and a Diemaco rail. Cool.
