I don’t know if it’s “the best”, but my Stribog is pretty great. Just got my stamp to sbr it today.

My CX4 has been 100% reliable with either the 92 or PX4 mags.
For thousands of rounds with the 92 insert and hundreds with the PX4 insert.
It’s durability is not true .mil level.
But nothing that would stop you from getting through a week or two of roof Korean, civil unrest, race war, zombie horde, duty type of stuff.
I am coming up on a 1000 rounds through a PAK9 with a single malfunction, acquired firing a mag with the ejection port pointed up. I thought the handguard and magwells would be less durable than they are. I was wrong. I am about 1/3 Beretta and 2/3 Glock magwell use on it. It is Better than the range toy I expected. With durability meeting or exceeding the PX4. My understanding is the Draco9 and it are made in the same factory. One early review had a CZ magwell version. I can’t find them for sale. I would be very surprised if someone could not bring metal bombproof beretta, Glock, CZ, 320, etc magwells to market- if enough of these make it to market.
I have had a G19 and Beretta 96 Sub2K each for about a decade. Reliability is about 98.5% ish. One had to be sent back for a repair for being stuck on fire. Sights, durability, etc. are a joke. Range toy, night or two of home defense or roof Korean sort of thing.
I am very new to the 9mm AR realm. Like about 500 rounds experience. With a single malfunction. Bolt locked back with a single round still in the magazine. Later determined to be a mag issue, burr on the front of the follower and not the gun.
There are some fantastic choices if you are not a dead set on Beretta, let alone Glock magazine capability.
If I had to make a single 500$ ish budget choice,
If you have Beretta handgun and mags I would lean towards CX4. For Glock PAK9.
Edit-
As nice as some of the options are, I am not interested in any new magazine specific options.

“Where weapons may not be carried, it is well to carry weapons.”
What’s the benefit of a 9mm carbine vs a 9mm handgun like a Glock 34 or Glock 17?

For Under 1k I think the CZ Scorpion is the choice. I dont personally own one, but it did extremely well on AKU 5k round test and i have heard much bad about them at all.
The Foxtrot Mike brand looks to be a decent value option as well for Ar pattern
Within the OP - Scorpion seems to be the best choice.
However, in that scenario, why would you not just take an AR?
