Working on a .22 Barrett M82 & M99. Is this hollow barrel considered a suppressor?

Theyre both metal airsoft bodies that will house a .22LR barrel/receiver of a Marlin 795

The Marlin barrel is 16" long (green line)
16" of empty space (red line)
The M82 barrel is 32" long (blue line)
    Muzzle is 2".

Total of 34" I need to make up.

Would the red line be considered a suppressor since I'm about 16" short? Would it be considered a shroud or a fake can? Is it legal to put an extended 16" metal hollow tube over the marlin to make up the 16" void?

    I'm in California.

The diameter of the M82 barrel is 1 inch
The diameter of the Marlin is .625 inch

The TAR21 will also be a .22 dress up kit for my Marlin

I've done other .22 dress up kits with my Marlin 795 using an MK43 M60, M249 SAW, SCAR, M14 EBR, UMP.

    (24) The terms ``firearm silencer'' and ``firearm muffler'' mean any
device for silencing, muffling, or diminishing the report of a portable
firearm, including any combination of parts, designed or redesigned, and
intended for use in assembling or fabricating a firearm silencer or
firearm muffler, and any part intended only for use in such assembly or
    fabrication.

If the outer tube of the 22 reduces the report you have built a silencer I'd say.

thanks. its not meant to be a suppressor. i just really doubt there's a 34 inch aftermarket barrel that I can use for my marlin to read the end of the muzzle. or i can just cut slotted vents underneath the M82 barrel even though that doesnt really do anything.

IIRC, Hi-Power rifle shooters ran into this problem with their "bloop tubes" which are used to extend the iron sight radius beyond the end of the barrel. The hi-power community would be your best bet on further information. Ultimately, you'd want to submit your plans and design criteria to the BATFE firearms technical branch for their blessing.
