It's been 3 or 4 yrs ago, but at that time I sold some rifles to private individuals. I had the buyer send me a copy of the FFL license of his local dealer and I mailed the rifle via USPS with the copy of FFL included with the rifle. All I had to do is declare it as a rifle, confirm it was unloaded and they mailed it Priority Mail directly to the FFL/dealer (not the individual). It was no problem at that time.
Now I have no idea if that is still there policy but it wasn't that long ago that they'd allow LONGARMS to be mailed USPS.
