The guy is putting the cart before the horse. The heavy bullets started out for long range shooting in matches for things like NRA Highpower rifles. To get the most out of them the chamber and how far off the lands the bullet is were important. For a 16 inch M4, it really doesn't matter. The 1/7 will stabilize that long of a round.
The Second Amendment ACKNOWLEDGES our right to own and bear arms that are in common use that can be used for lawful purposes. The arms can be restricted ONLY if subject to historical analogue from the founding era or is dangerous (unsafe) AND unusual.
It's that simple.
