Person B is a prohibited person.
Person A must keep all firearms secured at all times.

Summary:
Amends how a prohibited person can get rid of any firearms they own.
Allow a person who becomes prohibited to relinquish control of firearms that they own to a FFL dealer for the duration of being prohibited and requires that FFL dealer to notify LE agency when it occurs. After the duration expires, the FFL dealer can then return the firearms to that person.
