I'd agree that it's a homemade T&E stop, to prevent shooting something that might tick off the pilot & crew chief.
Sounds plausable, but why the "wire" or whatever at the rear going up to the front sight?
It's not an electrical wire, but a securing wire to make sure what ever it is doesn't fall off.
