How many rounds are in these groups?
A 1.5 MOA ten round group is much more significant than a 1/2 MOA three round one.
I think ten is a better indication, but just to make sure people are comparing apples to apples.
A 10 shot group is good. I generally shoot 5 5 shot groups and take the average of those 5 groups.

I personally find it hard to believe that Wolf ammo is even capable of statistically significant (10 shot+) groups like this (even from a bolt-action on a bench rest). Maybe one time this happened (with a 3-shot group) but I cannot believe this is your average grouping whatsoever.
My SCAR, from a bench, using NATO-spec ammo with a RDS is ~2-2.5MOA. This is pretty consistent with NATO ammunition accuracy performance.
In my experience, overall, it's on par with your average AR-15 in regards to accuracy utilizing the same ammunition.

5 shot groups - generally two groups shot back to back.
Aussie 7.62 AFF 91 & MF 87: Usually either side of 1.3 MOA at 200 meters using an Atlas bi-pod and rear bag.
R1M1 (South African) 7.62. About 1.75 MOA. Surprisingly good for 1981 ammo.
150 gr Hornady FMJ-BT reload. About the same as the Aussie, but more consistent (better ES, SD).
With surplus ammo you will see the occasional butt ugly flyer. Consider deburring the flash holes if you are processing surplus 7.62 brass for reloading. The following two groups on steel were shot back to back with my Aussie surplus:
2.5" at 200 meters (~1.1 MOA):
7 1/4" at 385 meters (~1.6 MOA)
